Trả lại = Phase RIÊNG (TraLai=98), không revert về DangSoanThao + không jump-back step. Drafter từ TraLai gửi lại như case Nháp — workflow chạy lại từ Cấp 1 Bước 1 (Option A diagram chốt với user).
